Utility Services


The Utilities Department encompasses water, wastewater/sewer, and stormwater services as well as the Engineering and GIS divisions. Additionally, the Billing Administration division manages all utility accounts in the City.

Water

The water division provides water service to individual homes and commercial sites and ensures water quality by testing and flushing regularly, installing water taps, and making repairs. The division also provides adequate water supply for fire protection as well as continuous water system improvements and upgrades.

Wastewater/Sewer

The wastewater treatment division provides wastewater treatment and pump station operations throughout the city. This division operates the Cochran Road Wastewater Treatment Plant for the downtown area and areas west of Highway 93 and has capacity in the Pendleton/Clemson Wastewater Treatment Plant for areas east of Highway 93. Clemson University provides treatment to the Clemson Heights area. Wastewater Treatment operates seventeen pump stations throughout the city and ensures that wastewater is transported by the pump stations in a sanitary and effective manner by inspecting, cleaning, and maintaining pumping systems and ensuring that the treatment plants are operated within SCDHEC and EPA standards effectively and efficiently.

The wastewater collection division provides water service to individual homes and commercial sites and ensures that wastewater is transported to the pump stations and treatment plants in a sanitary and effective manner by inspecting, cleaning lines and manholes, making taps, and making repairs to the wastewater collection system to provide continuous wastewater system improvements and upgrades.

Stormwater

The stormwater division ensures compliance with Federal/State mandates and city ordinances regarding stormwater management and design, construction permitting and inspections, and improving environmental water quality. Additionally, the stormwater division maintains open ditches and the piped drainage system in city rights-of-way and easements to convey runoff to its final destination, typically Lake Hartwell or a creek. The division strives to educate the public as to the importance of stormwater runoff quality and aims to reduce pollutant loading into the local waterways.

Billing Administration

Utility billing’s main responsibilities include billing utility customers, collecting utility payments, reading meters, establishing all utility accounts, handling all utility billing related customer service issues, and disconnecting utility accounts.
